The April 2 proclamation pulled hundreds of HTS codes out of Section 232 scope entirely. Bicycles and e-bikes are out. Filled food and beverage cans are largely out. Empty metal containers are still in. And the formal petition process that let industries fight these decisions is gone.
CBP no longer accepts the metal content value as the basis for Section 232 duties. Starting April 6, the tariff applies to the full entered value of your product. For derivative products the rate dropped to 25% — but for most importers the total duty bill went up, not down.
